to qualify as a warlord one needs to filfill the following requirements:

1) you should have no less than 5 operating Isbaaros (revenue raising checkpoints)

2) you should be in the export business Export(dhuxul and wadaado) import (Jaad and weapons)

3) you should belong or allied to the Hawiye tribe

therefore Barre Hiiraale doesnt qualify as a fully fledged warlord. However, he had a charcoal exporting venture and was allied to the Hawiye tribe during the JVA years, but had since abandoned these to persue other personal hobbies like Quule harvesting and bungee jumping from Baardheere bridge.
