well technically such laws are reserved for "driving" or operating machinery etc, however i figured since chronic/addicted qaat users are quite unsightly esthetically speaking, why not slap them with an indecent exposure to public fines along with all other ensuing reckless actions they may partake.

btw: i think such laws are appropriate for drunks waking down the street.
