The thing with Somalia is today its back to its microcosm of fractured qabils all fighting for nothing. No single power bar the unity government has ever controlled the whole country at once and even that did not last. So rather then looking at the current state of Somalia as something alien it should really be seen as the normal order of things. This is Somalia in its truest form before the colonials came and disrupted things with their attempt to unite the whole country under one admin. To move on from the current stalemate in Somalia the European method needs to be scraped and replaced with a more traditional system. By building a state from the ground up by selling the need for unity, brotherhood, and peace, which in turn leads to prosperity. The current outside imposed government and all its predecessor have failed because they have not involved the people they are suppose to represent in the process of nation building and I think this is why the ICU was different and had such a good success to begin with.

Ps, Keep Majerteens away from any government they and Somaliland should not be invited or involved because in a crazy sort of way they have both prospered from the chaos and have no need for a unity. Puntland says it does but has done everything to stop progress, the onlt government they are interested in is one that runs the whole country from Garowe. Somaliland is vocal in its anti unity and has no interest in being involved in any government for Somalia so convincing them to stay out wont be an issue. Their politics is straightforward and they speak with one face unlike Puntland.
