I don't think there should be changes. We can't really do much about how folks choose to contribute and it should always remain a medium where all ideas are welcome for discussion.

Start with yourself instead of insulting Somalis. I think everyone should behave here as they would around people they respect outside the net.
We need accountability for our behaviors and there should be no excuse for what some people write in here.

Sophisticate, my suggestion is for a page/section that is open where troll posts are moved, a sort of crowd/troll control mechanism that will troll the trollers by moving their posts.
