They have every right to represent Isaq as much as you claim that the handful of Dhulos in Hargeisa represent the entire Dhulos clan. There are 44 Isaq members of Parliament in Somalia's Federal Government representing the interest of the Isaq clan in North-Western Somalia. That is far more than the 5 to 10 Dhulos guys in Hargeisa claiming to be representatives of the Dhulbahante communities of Sool, Sanaag and Buhodle district.

The question is; Why should the Isaq representatives in Mogadishu representing the Isaq in the North be considered illegitimate, but at the same time you want the handful of Dhulbahante/Warsangeli guys in Hargeisa that you claim to represent Dhulos/Warsans be considered legitimate?
