schools were free until university for only somalis. now there is new rulses, 2011 somalis will be out of the schools and they need to take their kids to private schools.

majority of somalis cannot afford that. they have 8 + kids.

Qatar is good if it started doing this only now. The rest of the gulf countries did it in the 80s.
