If it was me I do divide development/projects based on electoral seats as well as number of registered eligible voters.
If Marodi Jeh records 6 seats out off possible 20 from 6 regions and the number of voters in Marodi Jeh represent 70% of adults then that should translate to Mardi Jeh getting the bulk of funding.
If Dhulos do not want to vote, that's fine by me but 0% vote means $0.
We reward those who embrace the system and policies should be based on participation and not simply 'wa reer abti' or 'British marked them within SL".
I don't give a fk. Take part, get rewarded else go look for qamadi elsewhere.
That rule should apply to everyone and every region. Then that should increase participation, awareness and universities should get funding to develop programs based on SL policies, values, rules, laws, awareness and development.
Let's say Hargeisa University says they can develop workshop for 5 villages with 500 households about voter registrations/voting then that workshop should get funded. An independent body should then assess the impact and results. If it works do it in other areas otherwise task someone else to find a solution.
This is how I would do things. And I know the nomadic mentality lakin persistency especially empowering the youth is the key. If one teenager can consume 10% of these methods, tomorrow his son will take onboard 20%----within 3 generations we should change 50% of mindset.
Most important thing is also delivering promises. Somalis do not value a promise. They break it with their communities, friends, wives and kids. Promise is what really eats up corruption. You stick to your promise, no one will come to you with laluush coz they know they can count on you lakin corruption is the result of 'ka gadhsi intu dhaman ama la wayin'.
Classical Isaac were all about promise. They never broke their promise with each others or to their community.
Let me tell you a story. My uncle was growing up in Hargeisa. One day he was just wondering in the heart of Hargeisa. One of the well known local ladies called him and said; eedo kalay ii hay ganacsiiga. She ran a small food stool and sold simple home made sambusa (sambuuse). She was going somewhere.
He said okay eedo. He was 9 years old.
She didn't come back for very long time. After selling several, wu gajoday. So he decided to eat one sambusa wallahi true story.
After he treated his gaajo temporarily he realized he didn't have any money for her. Gurigina kuma odhan karo islan ban sambuse ka cunay.
So guess what he does?
Wallahi he climbed a truck on it's way to Berbera and tried to get a job at the dock or bakhaaro in order to pay her. When he arrived in Berbera he couldn't find a job. So he saw some Isaaq niggz going back and forth to Aden, this is the late 1960s. Qar ba ku yidhi jump on board we will hide you. Back then Isaaq used to smuggle each others.
So he did that. He went to Aden and landed a job. He sent a tape and money to Hargeisa saying eedo raali ahaw inan sambuuski ka cunay. Here is your money and little bit more.
For over 40 years he lived in UAE. Since then he built houses, bought cars, farms and his own restaurant.
All that trouble for just sambuus to repay.
That's how he did tahriib.

Anyways 3 xisbi should take 1 dhuloz each and nullify each other.

why this perpetual voters registrations when we don't even have a decent population census , better yet why not just save time and do them both at the same time... why can't Somaliland for once be creative and visionary , if every family has at least one adult that voting adult can tell us the number of his family and simply get at least a sense of population census.
