If girls did that, it means it is something acceptable in that environment. Those girls are themselves victims, so I would suggest you to see it in that context and move on.

If you have siblings and relatives in that area, it is better they stay clear from that environment. Perhaps moving them to Wajer, Garisa, Mandhera, or other Somali majority towns is a good solution.
