So what? They should be occupied?

They do need a new strategy. The only thing that has happened so far is:

a) Hundreds if not thousands of civillians have died, hundreds of thousands have fled and many are malnourished.

b) More troops seem to be on the way. The UN, EU and the US are in support of the presence of foreign troops to "combat terrorism" So they have attracted unwanted attention from World Powers who they can not compare themselves up against. They are basically giving the Ethiopians an excuse and a strong argument for the continued presence of their troops.

c) Ethiopia seems to be getting a stronger hold on Somalia.

Non of the above is in the interest of the insurgents or the Somali ppl. If you can't reach your objectives by this way of fighting, then you have to seriously reconsider your strategy.
