does galmudug control all of Mudug? what about ximan and xeeb??.what about khatumo which only controls less than 20% of land it claims. The point is, there is no rule set, if the rule was as you mention then galmudug wouldn't make the cut as they don't even control a single state, but mere half.
If sacad got maamum, if saleebaan got maamul, if dhulbahante got maamul and none of them controls a single province, then what disqualifies Dir from creating for even half lower shabeele?

Some states like the Lower shabeelle and the two Jubbas are shared between so many clans it will not work for any clan to claim them. No state in Somalia is exclusively settled by one clan. For a clan to take the leadership mantle and go about spearheading the creation of a maamul, they need to make up at least 50% of the population of the state and no clan in Lower Shabeelle. In Banadir, Middle Shabeelle, Hiiraan, Gedo, Puntland, Somaliland, Galgaduud, Bay, Bakool and maybe Mudug one clan or subclan can create a maamul because a majority would be evident but its complicated in the two Jubbas and Lower Shabeelle. Those 3 states should be administered directly by the government.

Now we say 50%. Here is what I think the federal govt has to start from scratch and constitute new federal states excluding Somaliland and Puntland as they both are well established. But rest.of these half state or two city regional maamuls must be abolished and new ones created based with parliamentary approval off course or anything goes and Dir get their own maamul as well.
