It is a publicity stunt from the president ismaeil omar guelleh knows as IOG.

You migth not know but djibouti is celebrating this 27 jun the 30th anniversary since independence from french.

Hence IOG with his huge income and money is trying to pull the best publicity to the anniversary and the newly built kampesky hotel (not sure with the spelling).

There is more to it but only young people from djibouti know what is happening.
