Job Description
POSITION SUMMARY
Southern Somalia has recently been affected by a triple shock: a drought; a moderate El-Nino, and conflict. As a result, an estimated 100,000 people in the region need immediate assistance. Horn Relief is seeking qualified and committed individuals to manage a new project, the Kismayo Emergency Livelihood Support Action (KELSA), in response to the above-mentioned shocks. One of the Project Manager positions must be held by a candidate with engineering background and experience while the other Project Manager must have strong program management experience.
Horn Relief is looking to recruit two Project Managers, to be based in Kismayo in Southern Somalia. Their main responsibilities will be to oversee all aspects of the Project including project design, training, procurement, logistics, implementation, human resource management, budgeting and monitoring and evaluation. The Project Managers will manage a cash grants and cash for work 9 months relief project in the Kismayo district of Southern Somalia, of which USAID/OFDA is the primary donor.
The SR PM reports directly to the Emergency Program Coordinator and the Deputy Director, and the PM reports to the SR PM and the Emergency Program Coordinator. These are full-time positions and the contract period is for nine (9) months. Applications must be received no later than 20th July 2007.
ORGANIZATIONAL BACKGROUND
Horn Relief is an African led international organization that was established in 1991 in response to Somalia’s devastating humanitarian crisis and civil war. Since then, Horn Relief has grown from a small grassroots organization to one that is able to advocate for and leverage much-needed resources to its partner communities, and to build the capacity of up-coming grassroots groups in Somalia. Horn Relief has worked with Somali communities in four main areas to form a holistic approach to community development: natural resource management, human health, animal health, and leadership development. In addition to these on-going areas of concern, Horn Relief has also implemented a range of emergency programs in the last several years, including cash-based programs, construction and rehabilitation of water facilities, and provision of water trucking.
Having field presence in Somalia for over a decade, Horn Relief has a deep understanding of the varying capacities of local institutions in the target communities. In its various emergency relief projects (including cash relief and cash for work activities), Horn Relief has worked closely in partnership with village committees to facilitate project design, implementation, and conflict mediation. Horn Relief has also worked with a range of rural organizations in the Somalia area through its Pastoral Youth Leadership program, which is an on-going capacity building project that provides organizational development training to women’s Community Based Organizations (CBOs) and village committees with the aim of supporting schools and other local institutions to function independently. Horn Relief’s operations in southern Somalia are new and evolving based on new humanitarian and recovery needs. In the recent past, Horn Relief has worked with Oxfam GB in a consortium providing cash based interventions in response to the drought in Lower Juba and Gedo regions of southern Somalia.
PRIMARY RESPONSIBILITIES
Management of all aspects of the Horn Relief KELSA including:
-Draft/update the workplan and budget allocations based on the follow-up assessment.
-Organize and facilitate training for all staff and partners on technical components of the identification, registration and distribution methodology of the cash program, and use of all documentation.
-Identify site supervisors, design site specific workplans and carry out relevant trainings based on Horn Relief’s cash for work program model and documentation system.
-Oversee community sensitization and the selection and registration of beneficiaries for cash for work/cash relief.
-Manage the project staff, including project officers, site supervisors, accountant and other local staff.
-Oversee and manage project expenditures, ensure budget is strictly adhered to, financial procedures are respected and all supporting documentation is sent to Nairobi as per required schedule.
-Manage the procurement and distribution of materials and supplies to the necessary sites.
-Oversee and troubleshoot at each of the sites during the implementation of the projects and inform Nairobi office in a timely manner of any changes in project plans.
-Provide weekly and monthly reports to Nairobi on security issues and program progress against workplan and program activities.
-Carry out monitoring and evaluation visits in order to assess project progress against indicators.
-Draft interim and final narrative donor reports according to requirements and logical framework.
-Liaise directly with communities, elders and local authorities, as well as other agencies operational in Lower and Middle Juba (particularly any carrying out cash for work) regularly to ensure coordination and effective implementation of activities.
-Monitor and update Nairobi on security matters as needed and as part of weekly reports.
-Any other duties as required.
In addition, the engineer/project manager will be in charge of all water and sanitation related activities including:
-Assist in the selection of project sites together with the target communities and in line with their requirements.
-Conduct a thorough assessment of the proposed sites, analyzing labour requirements, costs, and timeframes, and taking into consideration the successes and constraints of new/rehabilitated water infrastructure at all sites.
-Develop technical designs and plans for proposed work sites in consultation with the PM or SR PM and other staff.
-Supervise the construction/rehabilitation of infrastructures
-Monitor water quality through continual testing and undertaking activities to address poor quality, including public health initiatives.
-Complete an environmental impact assessment (EIA) plan for infrastructure development when required.
-Develop training materials related to Water, Sanitation, and Natural Resource Management components as needed for the project.
QUALIFICATIONS
Horn Relief is actively seeking candidates who are committed to its mission and vision.
-University degree in international development, public health, water and sanitation engineering, or related social science qualification.
-Minimum 4 yrs relevant overseas experience in humanitarian context or complex emergency.
-Strong project management experience is essential, including experience in proposal writing and donor reporting
-Experience of human resource management at a field level.
-Strong monitoring and evaluation skills required, in particular for the development and analysis of baseline and post-distribution monitoring tools.
-Strong knowledge of and experience with humanitarian guidelines and principles.
-Experience in budget management and knowledge of financial procedures required.
-Specific experience in cash programming, water and sanitation projects and/or hygiene desirable.
-Ability to multi-task and effectively handle stressful situations.
-Excellent verbal and written communication skills (fluency in both English and Somali required).
-Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
-Proficiency in computer applications such as word processing, spreadsheets, power point, etc.
-Ability to live and work in an isolated area in conditions of limited comfort
