Fact is people are desperate but no such things used to take place in the Horn of Africa till Puntland state made it a business to lure people to their deaths. In some cases they have actually tied the legs and hands of people together and thrown them off boats. It is a business and no one would be heading there if a business does not exist there that would be willing to mislead them.
