Berbera Cement Factory....

We import a lot of cement from overseas currently and yet we have this factory which I think requires less than 15 or so million dollars to get it up and running? Why isn't the government and the private companies team up and get this running?

To start it up we only need the following items:
- Around $100,000 to refurbish the Cement Factory site, including office equipment (desks, lights, computers) etc
- A new Chemical Lab needs to be acquired which might cost anything between 0.5 - 1 million dollars
- Heavyload trucks and bull-dozers will need to be bought = $2 million
- A new Cement Klin production equipment needs to be bought = around $5 million
- A new Packaging equipment needs to be acquired = $2 million dollars
- Fuel and other costs for the first year = 2 million dollars
altogether we need something like at least $15 million dollar investment.

Somaliland goverment doesnt care about Berbera, thats why the port is falling apart and business is being taken by Bosasso, Djobouti and Saylac.

there are factories like that in numerous areas of Somalia, that are in the same boat...

That plant hasn't been operational in so long, no point in fixing it. How much cement would be able to produce, not much I'm guessing.
The Somali government should be build a cement factory, somalia has all the raw resources required and it can be profitable. Either somewhere in the south or berbera.

The whole budget of the state is 40 million so where do u expect to get this 15 million dollars from. I have an Easy answer, Hike the tax we charge the raw eating nation for using the port.

40 million dollar is the offical figure but I think it much much more than that.
I remember back in the 1991 when Abdirahman Tuur was President, he established a development tax on all livestock which was I think 1.5% of each sheep or goat or camel that left Berbera. That quickly raised necessary funds which kick started the government to equip all the offices with basic office equipment and bought cars for ministers.
The 1.5% developoment tax is still applied but the money is believed to be pocketed by the corrupt officials. It is one of the reasons why the government has not been forthcoming in a proper audit of the income and has successively delayed to produce any Budgetary reports.
I think the Berbera cement factory can be achieved by a government/private partnership.

its the fault of this corrupt government that is anti business.
i personally know 2 people one of them a successfull british businessman , who is also interested in humanitarian causes in somaliland and has done allot of good.
he has spent over a million dollars in bribes and he still did not get anywhere.

You are forgetting something though. Almost 80% of the Livestick in Somaliland doesnt go through Berbera. The port isnt used for its full potential and is in the hands of the Tigree.

Ethiopia only accounts for a samll percentage of Berbera's capacity.
We should either route more ethiopian 5 or 6 times as much as now
or we should encourage livestock exporters to use it by lowering prices to below bossaso or match its price..
then inshallah we can go back to 95 levels of traffic.
right now berbera is sitting idle and unused.
even the ethiopians are not using it enough

Somaliland's revenues and geopolitical importance were to increase.
