Yes, there's actually a Wiki page for it. Look at the Belligerents list. Essentially, it's a list of Western nations on one side and a list of Islamic insurgencies on the other.

That didn't get my attention, but what got my attention was the fact that Russia was not on the list even though they have been struggling with an Islamist seperatist insurgency.

What does that tell you? It's a politicized list. If Russia is currently an enemy, then it gets taken off the list even though it is fighting what is, according to their definition, terror.
