No. You have been freed from that pact, therefore it's null and void. No one will hold you to that pact. The probability of Puntland falling to Al-Shabaab is high. In 2006, afraid of being overrun by Al-Shabaab, Puntland authorities declared they will introduce Shariica to rule the region. You need to understand Al-Shabaab is far more stronger and sophisticated today than in 2006. It's a matter of when, not if.
