The mother of a teenager who was beaten for sneaking out to celebrate her birthday will avoid a criminal record -- if she successfully completes the Regina Alternative Measures Program (RAMP).

During an appearance at Regina Provincial Court on Thursday, 43-year-old Shaffiga Ali Hussein agreed to take part in RAMP. Her next court date was scheduled for July 27, at which time her charge will either be withdrawn or -- if she doesn't successfully complete the program -- returned to court to be dealt with there.

Hussein initially faced charges of assault with a weapon and assault causing bodily harm, but Crown prosecutor Mike Morris stayed both those charges Thursday and replaced them with a lesser charge of common assault.

"Based on what the complainant told us her mother's involvement was, it was very minimal ...," Morris said following court. "We replaced it with the less serious charge to reflect her involvement, which was far less serious than (that of the girl's brother, Ibrahim Osman)."

Detail wasn't provided in court as to what, exactly, the mother's involvement was. However, Morris said it was minimal enough to merit the charge going to RAMP. Hussein was also referred to alternative measures because she has no criminal record and is accepting responsibility.

Osman, 23, pleaded guilty last month to assault causing bodily harm in relation to the Nov. 24 incident.

During his sentencing, court heard the family are refugees from Somalia and spent 14 years in a refugee camp before coming to Regina two years ago.

On the November date, police were called to a Cavendish Street house, where they found the injured 16-year-old girl. She was taken to hospital for treatment of her injuries, which included a badly swollen lip and cheek and 20-25 whip marks on her back.

Police learned the girl's brother punched and kicked her and repeatedly whipped her with a power cord. Osman later threatened to shave off her hair, all as punishment for sneaking out to celebrate her birthday at a club.

The girl was placed in foster care following the attack.

During Osman's sentencing in February, Hussein addressed the court on her son's behalf, telling the judge Osman is going blind and that the steroid medication he is taking for his eyes has had an impact on his behaviour.

Osman was sentenced to three months in jail -- on top of remand time -- to be followed by 12 months probation. That sentence also covers a threat Osman made against Hussein in January.
