Honourable Barre.departing words to the Somali people
Following is Siyaad Barre's departing words to warn [his] Somali people of the impending self destruction and the acccompanying dark clouds in the horizon. There is no question Barre was a villain to many of his own people. But who, after listening to the 2-minute long tape, would argue that Barre was not an ardent student of his people and their nature? who would dispute that his characterization of Somalis as a bunch of foolish bent on self annihilation was on the money?
Approximately twenty years later, his predictions are more real than mere warnings - Destruction of all national institutions, looting (bililiqo) at an unprecedented proportions, and a nation whose soul is masterminded by its former enemy[Ethiopia]. Whatever left of Somalia today is nothing more than a nation whose even religious [Islamic] radicals are under the thumb of the Horn of Africa's only Christian nation. This tape says it all!
The conclusion one comes to after listening to foretelling tape is that there is no doubt that Somalis are good at destroying. The question, however, remains whether they are equally equipped to regroup and rescue themselves from their own self-infliction.

Barre was part of the problem.
He didn't know how to choose between the lesser of two evils ("evils" from his perspective, at least.)
Instead of having to be overthrown, why didn't he just step aside? If he was so wise, couldn't he foresee that his country, with leadership by Hawiye or Isaacs, would have been better off than without any government at all? And that, therefore, stepping aside and letting someone else rule would have been preferable to the chaos that civil war would bring?
Barre bares as much blame on his shoulders as those who overthrew him.

Where is Hawiye leadership? After the Govt. collapsed they just fought each other?
Where is Isaaq leadership? At least they didn't massacre themselves too much but after helping plunge the country into Civil War, did they do anything to try to have Somalia recover? No, they just washed their hands of it and said they don't want anything to do with it. That's not leadership that's running away from your problems.

Of course. Hawiye were being shortsighted in the extreme to want to overthrow Barre, as far as the interests of Somalia were concerned. But the question is, why didn't Barre foresee what him being overthrown would do to the country? Why didn't he take steps to mitigate such a disaster (civil war) by ceding power to the coalitions that wanted to see him overthrown? By clinging to power when there were forces that were willing to tear the country apart in order to oust him, forces that considered his position a perpetual insult against them, he added fuel to the fire. But just as Hawiye's or Isaac's interests didn't align with Somalia's interests, so too did Barre's interests not align with what was good for Somalia. Barre couldn't see the big picture or, if he could, he simply didn't care about it. He wanted to continue playing Big Man when the elimination of Big Man politics would have been the best thing for Somalia.Gedo_Boy wrote:Where is Hawiye leadership?
