This is due to the fact that the Chinese has come to the recognition of the facts in the Ogaden ground that it is not Ethiopia who has the final word over there, but the native people who are not Ethiopians.
What is expected this time is that the Chinese Oil Companies will accept transferring huge amounts of cash to appease the Ex-admiral, and in return to resume the oil and gas drilling in the Ogaden.

of course the source is questionable to say the least, but it'd easily fit with the corrupt nature of the 'ex'-admiral. so most likely there are shades of truth in there, somewhere in the midst of the extreme idoor cuqdad.
