Well, remember, we only had Somalia for 3 decades so its very possible by now it could have been in the Africa Cup of Nations

Perhaps they would be. But even back then when Somalia had a government and everything they couldn't go no where. They were always beaten in qualifying tournament that is despite being one of the first African nation to gain Independence.
