I think this is an idincation of who is not there,lets not forget a huge part of china is still rural villages with no consistant access to internet,i dont for russia.
however,conspiracy theory doesnt apply here.FB is just like any other corporation and will invade every market they can.

I on the other hand see it as 3 possible theories: China & North Korea highly monitor their country's internet access, and might even have some block software for fb. That's one scenario, another scenario is like the one you mentioned. That it just might be a coincidence due to lack of infrastructure. Another theory could be this new map is in accordance with what the State department has been preaching forever, basically. That much of the East is still under oppressive governments that limit even access to trivial & pleasure sites like face book.

I highly eliminate the latter, if china was lied on they would have counter attacked with a fierce PR campaign, thus its prolly a combination of the first two
