streets of the majority of african cities look dirty

why African cities and villages look like garbage dumpster ? People live in slams and side walks look like sewer.
Is this fundamental problem that generated from millions of years ago , did they all decide that earth will clean by itself ?
I won't concentrate on one city but majority of cities in Africa lack the clean environment. Why is Africa like this ?
governments and it's people don't enforce healthy and clean environment ?
is like everyone is waiting for superhero to clean the streets
