UPDF commander visits troops in Somalia

EVERY effort must be made to help war-torn Somalia get back on its feet, the Chief of Defense Forces, Gen. Aronda Nyakairima, has said.

Nyakairima, who was in the Somali capital Mogadishu from December 22 to 24, said it was the responsibility of the region to ensure that peace and calm return to the country, which has been ravaged by insurgency.

The Army chief said Uganda had drawn her lessons from the 70s when the Tanzanian President at the time, Julius Nyerere, took action against dictator Idi Amin, who had been accused of killing Ugandans with impunity.

According to him, Nyerere was a great pan-Africanist, who did not tolerate the abuse and killing of Africans, even when they were not his countrymen.

Addressing excited officers and men at the Uganda Contingent Headquarters at Camp Halane, he hailed the troops for a job well done, but pointed out that extra effort would be required in 2011.

Nyakairima, who assessed the progress of the Ugandan force, described Uganda’s commitment to help Somalia as “solid” and “unshakable”.

Uganda has deployed thousands of soldiers in Somalia, where the Transitional Federal Government (TFG) forces are battling the al-Shabaab, a terrorist group with links to the al-Qaeda.

Nyakairima saluted them for helping to return lasting peace to the troubled country.

Among other proposals, Nyakairima suggested a surge in troop levels to ensure the total liberation of Mogadishu City from extremist forces before moving on to occupy Kismayo Port in southern Somalia.

Kismayo, he said, was the main source of logistical supplies and reinforcements to extremists.

The other measure he proposed was the setting up of a sea and air blockade.

During the visit, General Nyakairima also met and held closed-door talks with TFG president Sheik Sherif Ahmed, prime minister Mohamed Abdullahi Mohamed as well as the speaker of parliament, the chief of staff of the Somalia National Forces and other government officials.

Somali mother is in Kampala looking for a UPDF soldier who she says fathered her four-month-old baby-boy. The 23-year-old Nino Omar Ibrahim arrived five days ago after a one-week journey from war-torn Somalia.

The situation back home, she said, had forced her to search for the father of her son who was one of the 1,600 Ugandan peace-keepers deployed in Mogadishu.

“I met him when I took my father, Sheik Ibrahim Omar, for treatment at the AMISOM hospital in Mogadishu,” said the frail-looking Nino.

While she searches for the soldier, Nino has taken refuge in Kisenyi, the Kampala slum which has most Somali refugees.
“I love the father of my boy. All I need is to get in touch with him for assistance. I need him that is why I came. My child is a Ugandan but I feared being killed due to this act. I am safer here,” she said.

Under Islamic law, which operates in some parts of Somalia, a woman may be killed for having sex out of wedlock.
Nino, who says she gets help from Hussein Hassan, the chairman of the Somali community here, wants the UPDF to help her.

Army spokesman Maj. Paddy Ankunda, who met Nino at his Mbuya offices on Friday, promised to help. He identified the officer as Joshua Asiza, a medical worker.

“We want him to take responsibility and take care of the boy and the mother. They need help,” Ankunda said. “If he denies responsibility, that will be another matter.”

Ankunda would not say what sentence or charges the officer would face if he declined to take responsibility. But he added that if Asiza fathered the child, he breached the army code of conduct.

“We have guidelines to follow while on a peace mission especially abroad. In the UPDF, we don’t condone indiscipline.”
Asiza, a Warrant Officer II, was part of the first batch of the African Union peace-keeping force in the war-torn Somalia.

He refused to take his calls yesterday.
President Museveni had warned the officers to desist from “immoral acts”.

Meeting them in Kimaka, Jinja, before their departure, Museveni said: “You are leaving while healthy. Don’t go and start irresponsible behaviour that will see you contract HIV/AIDS.”

During the UPDF mission in DR Congo, many Congolese women, along with children, followed the officers back to Uganda after the mission ended.
Many settled down with the soldiers as married couples.

PRESIDENT Yoweri Museveni yesterday flagged off the UPDF contingent to Somalia, sternly warning the soldiers against illicit love affairs with Somali women.

At 1:45pm yesterday, the Commander-in-Chief of the army handed over the country’s flag to the head of the contingent, Col. Peter Elwelu, amid dancing, loud cheers and clapping from officers and men of the UPDF at Gaddafi Barracks in Jinja.

The obviously joyous Museveni smiled as excited green-bereted soldiers marched behind their leader Elwelu, who raised the flag high. The contingent has 1,605 soldiers, of whom only three were women — lieutenants Baguma, Asiimwe and Laker.

The contingent is an infantry and tank battalion, but with members from the legal department, medical and airforce.

The UPDF buffalo trucks, lorries and mambas at the send-off parade were painted white with large African Union emblems.

Museveni dispensed parental advice in kiswahili: “I have heard that you went to doctors who found out that you do not have these dudus (HIV/AIDS). Take care of your lives when you go to Somalia. You have had enough women here.”

In Uganda’s last peacekeeping mission in Liberia, UPDF soldiers are said to have engaged in wild, illicit affairs.
In his farewell message, Museveni said the army is going to Somalia not to do the job of the Somalis, but to help them to do their job, and likened UPDF’s role to that of a blood donor.

He emphasized that the biggest mission is to train the Somali army, and may decide to disarm any group still holding guns illegally

“We are there to empower our Somali brothers to rebuild their state and their army, and that is our main job.”

He advised the soldiers to cooperate with African peacekeepers from Nigeria, Ghana, Mali, South Africa and Burundi.

The overall head of the African Union mission is UPDF’s Maj. Gen. Levy Karuhanga.

Several dozen train wagons loaded with tanks, armoured personnel carriers, heavy weaponry and trucks began a journey to Somalia yesterday afternoon from the Uganda Railways main terminal in Kampala. The freight is expected to arrive in Somalia in eight days.

Dude, nothing happens without consent. And if it happens, then it is rape. And it should have been reported.

answer the question..when you bring foreign troops to the country they will have relationships with the womens this is normal..women are easy to influence.so would you allow this knowing these fufu's will influence your own female relatives to be with them woul support their stay?
