LinkIn line with its long-established tradition of sharing with its esteemed readers subject matters of historical, political and social significance as well as of particular public interest, WardheerNews is pleased to dust off a forgotten old proposal or treatise by Ahmed Mohamed Mohamud (Silanyo) - “A Proposal To The Somali National Movement On A Framework For A transitional Government In Somalia”, which was written in London in March 1991. Silanyo proffered this incisive proposal as a roadmap for a power-sharing formula between two of the victorious rebel movements that ousted the Somali government of late Mohamed Siad Barre – Somali National Movement (SNM) and United Somali Congress (USC).
Though in his carefully considered proposal, Silanyo consciously and selectively excludes certain rebel groups, such as SPM and SSDF, from partaking the deliberations of the proposed power sharing arrangement, his otherwise commonsensical propositions are far from parochial and, had it been permitted to see the light of the day, could have averted the cataclysm and mayhem which ensued after the collapse of Barre’s dictatorial regime. It may also have prevented the subsequent unilateral declaration of secession by the SNM.
Nevertheless, Silanyo’s well-nuanced proposal serves as a clear testimony to the fact that the SNM had no pre-planned, premeditated motive to dismember Somalia, but that hardliners within the SNM organized and commandeered a clan conference in Burao in May 1991, as an angry reaction to the provocative unilateral formation of an interim government in Mogadishu by USC on January 26, 1991.
Silanyo’s proposal, despite its inherent flaws, is a reflection of the squandered opportunities by the clan-based armed rebel movements that toppled Siad’s government, which were, on the whole, bereft of any discernible national vision, broadbased inclusiveness or political program.

I always see some people talking about the fantasy that the Isaaq are really pro-somaliweyn and that their leaders tricked them and forced the declaration of independance, when the reality was the opposite.
Practically every senior member of the SNM were unionists and pro-somaliweyn , from siilanyo to tuur and even non SNM like Egaal.
The average isaaq on the street felt otherwise and was sick and fed up of the south, Cali mahdis unilateral declaration was all it took to force the leadership to declare independence..

So Hawiye announced a Gov in Mogadishu, why didn't SNM contest it and go for the Presidency themselves and compete with Hawiye?

He was always tricking the Hawiyas..Just like he is appeasing them now..and telling them the issue is Qabiil rather than what concerns all Somalis which is secceion...

Section of the usc did cali mahdi did. Snm did not want precidency. It wanted. as i said all the SNM leadership were pro-union the isaaq people were not..
The SNM wanted to work with the USC to create a government, the USC disintegrated an cali mahdi controling part of Moqadishu just like the TFG today declared himself president of all somalia.
This meant that there was nobody to deal with, nobody to form a government for all somalia..
The blame is squarly on USC not SNM...

To prove how much I appreciate Dawladnimo I would've loved to be a second class citizen under USC/SNM leadership as a Darood and at least live in a place like this. Somalis never see the big picture, and no these guys didn't care about powersharing.

Emperior5, while I'm sure you must feel so terribly proud of that one relatively affluent neighborhood in Hargesia, I think what Murax said was that he wanted a country not just with pretty buildings (those are pretty easy to build) but with something called dawladnimo. I don't think a vassal state which acts only as a glorified pit stop for Ethiopian goods counts. I hope you understand.

Thats up to Him if he wants a Somalia that's not my concern he should The first two SNM chairmans were against the union of 1960s, i have a country i have what i fought for , for 10 years and the mujaheedins can smile in their graves a free and an independent Somaliland...
