Puntland needs to get hold of all these security issues. Weekly assasinations and pirate enclaves who deafeat and humiliate the military is not a secure environment. North Galkacayo, the second city of Puntland, is not safe and it is proving difficult to install a law & order/ governance infrastructure there. The Puntland government needs to step up security

I think it's because Garowe is almost exclusively ciise maxamuud while Qardho is cismaan maxamuud. Bosaaso and galkcayo on the other hand are multi-clan cities.
