Horta Al Shabab are difficult to deal with because of the way they operate with their assissinations and hit and run tactics. Also the fact that no one knows who they really take orders from. Laakin I doubt dabodhilifs like those Liyuu Police in Jijiga are any better. At the end of the day it depends on what you can tolerate and what you can't though.
