That's not enough. Ethiopians look like Somali and can speak Somali, does that mean...they're Somali? A Tutsi can speak Somali and look like Somali, does that mean, they're Somali?

Well he is above 5'0" tall so it is unlikely that is Ethiopian. As for Tutsis the ones I came across did not look Somali. They looked more like Turkana than Somali. I am pretty sure he is Somali.
