Puntland Admin WTF?

I was watching Somali TV, Royal, earlier and there was news about Digil and Mirifle businessmen getting killed by the PLand government because they were accused of being behind an act of violence, no trial, no hearing just targetting these businessmen and killing them. The report also said that when IDPs were deported last year the admin shaved their hair and put paint on their heads. So WTF? Are these certain individuals with messed up judgement doing this ish or is this accepted by the people and the whole administration of Puntland?

Misleading title and that report is full of shit.
The men whose heads were shaved were criminals locked up in Garowe .Those deported were also criminals caught instigating violence ,their heads were not shaven and their bodies were not painted on.
There are 400,000 IDP's in Puntland who are fed and clothed by the PL government ,civilians and aid agencies,none of them are harmed or discriminated against.
