That's just embarrassing, why open it if it's not completed.

This project was funded by USAID and the money was pocketed by a nefarious group close to Sharif Ahmed. Its just another example of poor priorities: reopening theaters while vital installations such as water plants remain out of commission.
Reminds me of the debacle that occurred under Cumar Cabdirashid on the rehabilitation of the K-4 circle. Norwegian Ambassador gave 300,000 to fix the circle and beautify it. It was a test and if implemented successfully another $12 million would have been given to the Tuugo Federated Goons but they stole 200,000 and used a 100,000 to mop up the place.
