Waraabe and Shariff meet in Dubia

Faisal Cali Waraabe took the opportunity to meet Shariff in Dubia as the head of UCID. Is this a slight against Silaanyo? Why did he meet with an opposition member? What did he really think he would benefit from? Is this a politcal bonus for Shariff, Silaanyo, or Waraabe?
