Somalia: Local policing , local solutions

As We have seen regions in Somalia where there is law and order , each town and city had taken their own responsibility in their own areas like Puntland cities Galkacyo , Garoowe , Qardho , Boosaso , Lasqoray , Ceerigabo and Lasanood , Also SD Somaliland cities Hargeysa , Berbera and Burco , so to cut a long story short newly libarated area from Alshabab should take control of their local police and adminstrations , good example is MARKA CADEY where local people has recently done demonstration against so called Somali millatery force where they have commited attrocities against civilians particularly raping local women , so the locals should recruit their own police force from their city , and the big point is the millatery should be controlled and should not enter in the city but remain their garrisons.
