Somalia's Olympic committee seems primarily preoccupied with track and field events, and there isn't even a sport shooting federation in Somalia.
With all the gun ownership in Somalia surely there are some good shots

In the past when flint lock jezails were the most common rifles , that took 2-3 rounds a minute to load, people were careful with ammunition and trained to become good shots.
even in the 1890 onwards when single shot black powder rifles like martini henry's and remingtons became popular the trend continued.
The problem started with the AK-47 and cheap ammo, this lead to the popularization of the spray and pray method.
you point at a general direction let go a few sprays and pray you hit something.
It lack of discipline and training.
you can see it everywhere, just look at the FSA in syria in the scenes from CNN/Aljazeera in every footage ive seen , every single person firing a gun is incompetent and couldnt hit the side of a barn door.
saying that there is a small minority with inborn skill who have trained themselves , so who knows.
