The Heritage Institute on Culusow: 100 days of failure

Post by Sagaashan »

The final verdict of the Mogadishu based think-tank on the FG is harsh and honest at the same time. It gives the FG 100 days of missed opportunities on its most recent policy briefing. This is the most damning and critical policy briefing on the inexperienced Culusow. If Culusow can't garner the support and admiration of the elite in his capital, then how can he expect great things from other regions which are already suspicious of his confused politices and actions. Based on this briefing, it accuses Culusow of presidential overreach, muddling the constitutional divisions of power between the presidency and the prime miniser, running a parallel or shadow government through his own advisors, conflicting reports on basic economic and social issues, and the MOST important of all and the one that they predict would lead to 'renewed conflict in the region' is the Jubbaland issue which the government completely neglects and lets it fester around for so long without any plan or foresight.

For your pleasure and without further ado, here is the full HIPS policy briefing. Verily, Allah is always with the pious and gracious :blessed:

Another urgent issue is corruption, which remains
widespread. While one can’t expect the government
to wipe out corruption within a mere 100 days, the
resilience of the corruption syndicates at revenue
generating institutions is shocking. Government
contracts and procurements are still not subject to
oversight, and the budget allocated for each
department cannot be tracked or audited properly.
Fighting corruption, among the government’s top
three priorities, should start with dismantling the
syndicates, and individuals found engaging in
corrupt acts must be prosecuted.
:whew: Some cats are making a killing out there. All that aid money with zero oversight.

I have been against him from the very beginning....not because of clan, I was a supporter of his predecessor, but because he was a divisive and clannish president.
To have Abdulqasim as one of your chief advisers, should have sent out warning signals of what to expect from Hassan Sheikh.

I take no pleasure in being proved correct when Somalia has once again wasted a golden opportunity.
ps the link doesn`t work.

Original, don't let the title of this thread fool you, the article gives this administration a lot of credit and criticisms. I'm very glad that we have an actual government that is trying to get things done, compared to sheikh shariff who only siphoned off any revenue that came into the govts hands. And you saying this administration being divisive is wrong, when they have brought almost all the regions that are free from al shabab (minus somaliland and khatuumo) closer to the federal government. The only issues are the two Jubbas.

I had my doubts about this institution awhile back. Why are they publishing their statements in English, are the reports for international community (the real stakeholders) are the poor Somalis?

Perfect order......Its commendable that you take a positive outlook on Somalia.
I, on the other hand, am a cynic by nature.

This Govt is trying to take the credit for the endeavours of others.
Not a single town or village has been captured by "Govt forces"/moryaans.
All the recent diplomatic progress has been due to the re-engagement of the international community.
Relations with our two closest neighbours are rapidly deteriorating.
The recent capture of Hudur by the Shabaab is a portent of whats to come, if the Ethiopians withdraw their forces from Somalia.

Any progress in Somalia has been despite this Govt, and not because of them.
