The_patriot, Kalil was and has been the highest administrative in Gedo since shabab and the last governor left for Kenya. Next we know he shows up in Kismaayo

I don't know what is the surprise. Though this ensures Gedo will reject any outcome from Kismaayo. Without Gedo, and J. Dhexe, will Jubbaland be confined to Kismaayo, buale, and jamaame?

All the PM did was make something that was already in place official. Kaliil controls all the parts of Gedo that are not controlled by Al Shabab. It was going to be either Kaliil or Maxamud Sayid Aden anyway.
