The answer is simple, your entire system of governance is weak and fragile, your civilians are still armed which makes extremely hard to separate them from a terrorist, you don't have adequately functioning security system and large territories controlled by Alshabaab are very close to your main cities including your capital city Muqdisho. While Somaliland is far away from Alshabaab strongholds in the south, have a relatively sophisticated, well resourced and well coordinated security and intelligence sector.
