IDP means Internally displaced people; and last time I checked Puntland was still a region in Somalia...hence why they are characterized as internal and not external persons. They have every right to stay in Puntland as long as its considered within the borders of Somalia. Heck they can even set up shop and live there indefinitely, whether you like it or not.
