If individual gobols don`t want to pursue federal status, that is their prerogative.

What autonomy if you dont have the army, the port and airport and you have to go for conferences to form your administration

Why should`nt they be in talks with Xamar......this is not another S/L.

Jubba is a interim admin that will have the interim tag off, and will be a full federal state in 2 years according to the agreement:

1. The Federal Government of Somalia and the Jubba delegations have agreed on to an Interim Administration for Jubba, consisting of Gedo, Lower Jubba and Middle Jubba Regions without prejudice to whatever the people of these regions decide finally as a result of constitutional process. This Interim Administration shall be called the Interim Jubba Administration.

2. The duration of the Interim Administration shall be a period of not more than 2 years, during which - and subject to the constitutional process - a permanent Federal Member State will be established.


As for D&M they believe the entire South is theres and would oppose any maamul goboleedyo in the South

Bottom line is whether its interim or not, or called Jubba or Jubbaland it doesn't matter. The TFG was 'Transitional' and this Gov is "Federal" but is there really a difference? No.

Firstly I'm just political analyst, do you want to know the govts policy on this?

At the moment, kenya wants these gobols to form one state, thus, the D&M and other anti-clans have no chance to have say in this however, after two years they can leave mostly D&M who have the parliament card.
