The United States, obviously, has been engaged in helping Somalia fight back against tribal terror and the challenges to the cohesion of the state of Somalia. And the President and his allies have really done an amazing job of fighting back and building a state structure. There’s work yet to be done in Puntland and Somaliland, and we encourage you to continue the work of reaching out, of reconciliation and rebuilding the democracy, and I know he’s committed to that.

And as you rightly said, we have been engaging with different stakeholders in Somalia. So based on that, we have signed agreements with Puntland State. We have our own differences, but we are in a better shape than ever before now.

As far as Puntland is concerned:

Relations still remain suspended until the federal government upholds the provisional constitution, establishes a fair and transparent process for equitably distributing foreign aid, and consults federal states on the constitutional review process, federalism, and national security.

You have short memory wlaal. The gov't has signed an agreement with Puntland when the Prime Minister was there. Its true that the faroole flip flopped after that through the Media but the gov't does not listen to news and is not aware of anything after that. So the agreement still stands and the gov't has a paper to proof that. So yes, the government as reached an agreement with Puntland.
