This is a better substitute to the individual generators scattered around the city, they made previous efforts to combine their businesses into one electricity company, I assume this is a continuation of the 2006 project. Anyway good news, it's a win win as they provide cheaper and more reliable electricity to their clients they make more money, Caabudwaaq is developing slowly but surely and it will be entirely due locals taking the initiative without foreign interference.
