The world is screwed up in that-- in one aspect, the west is extremely liberal, and, in another, Africa and third world countries, their' world is extremely conservative.

I don't think the West can afford to cut aid to Uganda. Uganda has the Somalia card. If Uganda leaves Somalia, al-Shabaab takes over, and the West has no stomach for that.

This is about human rights and goes beyond Obama's attention but rather everyone on the Security Council as well as all decent, rational member states of the United Nations.

I would go as far as military intervention but only if things start to escalate (homosexual genocide or the state executing gays). For now, economic sanctions will do. They'll feel it within hours. This is Africa we are talking about where national budgets get their financing/funding through UN and Western sources
