Paying under the table

Do most small businesses engage in this practice? I heard that most of the time its the employees that request under the table pay and not the employers. Either the employee is experiencing financial hardship and could use the extra cash without being taxed or people go on welfare and work for cash at the same time

But the employer can take advantage of them and pay them less than the employee expected and the employee can't go to the taxman to complain because he's in shit as well for back taxes

Is it a common practice or is it exaggerated

It's a given for Somali businesses, it explains why on paper 90% of Somalis are unemployed
