Actually khat is banned in Meles' home state of Tigray and carries a heavy felonious penalty, they know its ill effects. In Ethiopia, khat is known as the Muslim drug. Christians and others drink and look down on it. A lot of farmers in the Harar/Babile/Dire area have switched from growing coffee to khat in the last decade because it's a better cash crop, since you have millions of Somalis due east hooked on the stuff.
