Why doesn't Alshabaab declare allegiance to ISIS

Alshabaab has been losing significant territories since 2011 and it was after it formed an alliance with Al Qaeda. But Al qaeda is not as powerful as it was before , The real power that is emerging in the middle east is the Islamic state. Doesn't Alshabaab know whats going on outside. I know the Alshabaab groups are not fan of technology they need to be updated that Bin laden is dead and there is a new Landlord in Town Called Abubakar Baghdadi.

Alshabaab remain strong in the country side bu they have been losing towns and main cities economic assets to their movement they went unde . Their attacks are regressing to , they are losing the battles but not the war. But why dont they forge ties with the Islamic state they can use Weapons logistic support additional troops from the Middle east. Is Alshabaab really making big blunders like not having a strong ally even the Dervish jihadist had strong ties with the ottoman empire. Or Is alshabaab not serious or are do they not share the same ideology as the one in Syria and Iraq??

If i knew him i sure would ask Amir Godane why he is waiting to declare support to the Islamic state in Iraq and the levant politically and strategically it would be a good move because shabaab has no real allies in the region its operating. Maybe AL Qaeda in Yemen.

Fall out with whom Al Zarqawi Alqaeda is not strong globally any more when it comes to the Suni Jihadists , if he had beef with Zarqaawi its only the right move to support Islamic state in Iraq?

Alshabab are not up to date and do not know who they are.

It's all a competition to see who can be more radical..might sound ridiculous but i think a group more "hardline" than ISIS will emerge soon..it's a geometric progression, they just get worse and worse
