So he concluded the meeting by telling them they have three options.

1) Join Middle Shabelle and reach an agreement on the location of the capital and power distribution.

2) Divide the region into two in order to form a federal state. It is achievable, but the process is tricky and you would need the approval of parliament.

3) You could choose to forego merging with another state and remain a sub-national entity without the perks of a federal state under the federal government.


Apparently one of the attendees stood up and told Hassan Sheekh as a joke "Mr President, wakhti yaa lagaa dhumin, we only came to hear you suggest the second option" :lol:

:lol: :lol: seriously though, if mudug is able to be split then why cant hiiraan? its very necessary for everyone in somalia from ras aseyr to ras kamboni to follow one set of rules if the country is ever going to function again as a single nation-state!!

The second option would mean that Hawiye get three federal states, thus upsetting the universal dharma in Somalia.
As an intelligent person how do you reconcile this??

but why is mudug allowed to split though? you cant have one rule for one and another rule for the others!

Well that's the thing, federalism isn't error free and it's certainly not an equilibrium model for the country. My man Goodshepherd, Hawiye, being the principled patriots they are of course...are trying hard to appease Daarood by implementing federalism for the good of the country :D

Here is the thing, I would understand Hawiye wanting two federal states in order to have equal representation with Darood in the soon to be formed upper house.
But, Darood has two federal states out of necessity, our lands are not contiguous.
Why should Hawiye, whose lands are all contiguous, get three federal states??

To be honest, I don't think the concerns of the issue go beyond Hiiraan. The main argument is that Hiiraan was an original region which had a parliamentary distribution allotment equaling Bari+Nugaal or Gedo+Bay+Bakool today. There's also the issue of political weight obviously but some of the men who are really pushing the agenda are the old political guard and ex-officials from the region. Odayaasha were accustomed to Hiiraans old stature when everywhere beyond Banadir, Hiiraan and the Shabelle river surrounds were considered a backwater. They don't want their constituency relegated.

This only leads to trouble, if it is actually attempted.

I actually support this....because in the not too distant future our lands in sool, sanaag & cayn will be able to form a federal state. :up:

Possibilities are endless.

Someone suggested an initiative for the Middle Shabelle + Banadir (with the exception of a government zone) to merge if the locals so fit. There's also the issue of Northern Mudug...I think we're all going to be fairly surprised at the end result of the federalized blocks. Perhaps Hiiraan will just merge with Middle Shabelle, Central State will give up their claim to North Mudug and the militias in Lower Shabelle will cede control to South Western. Heck, like OD stated, the Khaatumo MPs could very well champion the cause in parliament in consideration for their own goals....there's really no telling just yet although I doubt the process will be that smooth. :lol:

As long as the process is not used as some sort of political war.
A federal Somalia could work as long as there is a clear division of powers.
We need to agree a formula and move on.....there is much work to be done to break out of the "failed state" jacket.
