FAH, from the article it said the cop was wearing his uniform and working off duty.

Even though he wasn't on the clock, he is still a cop and has to uphold the law.

Pedestrian check is from what I understand, someone who was doing something he wasn't 'spose to be doing.

And the article did say the guy was armed and fired at the officer first.
