Amhara are roughly 25-30 million

The biggest ethnic in the Horn is the Oromo and they number above 35 million. The Borana alone has same population as the Somalis.

Tigrais are of minority and number roughly 5 million.

Horn African state would only work if it was based on neo-fuctionalism system similar to the EU where respective states formed economic, cultural and infrastructure integration but bigger is not always better. This is being currently explored by Ethiopia and Djibouti and by 2020 Djibouti should be in a political union with Ethiopia.

You should take lessons from Hodan94.

I suggest Somalis first bring together Karaan and Wardhiigley together and remove the AMISOM barbwire.
