Still looks like a desert ghetto. FFS, how hard is it to plant trees and make sure the houses are straight? WTF does this government even do? 
Four little things to turn this ugly South African township into a proper looking city;
1) Plant trees and flower bushes along the roads, streets and outskirts of the city. This will lower the temperature and actually help prevent drought.
2) Stop the use of corrugated tin roofs that are hideous and gypsy looking and start using clay tiles. They are very easy to produce and fit onto a roof.
3) Stop every Tom, ceeb and Harry from building a house or shop wherever they feel like and colouring their houses green, pink, orange etc. There has to be harmony and pleasant colours like white and eggshell used instead.
4) Build the houses and other building closer together. This will save space and also provide shade for people.

The tin one is simply cheaper than the tiles. That is why less people use tile roofs. That issue has been mostly resolved. With regards to the clay tiles, the government could subsidize them to make them cheaper to purchase. It would also provide work because the process of making them requires skilled workers.
There are cities and towns all over Europe which have strict building regulations to make sure people don't build discordant and ugly houses all over the place.
