The capital would have to be located somewhere regardless. What is interesting to note is many of the tribes in the South are closer culturally with the Hawiye and hence feel there political aims & wishes are better served by voting with them.

The idea of 4.5 also empowered many groups who had little say in politics in the past. This has favored the Hawiye who use certain tribes as stepping stone to the presidency.

This is primary reason Darood groups are opting for district based selection and the Hawiye want to continue the 4.5 system.

Hawiye treat minorities good and are generous. Look at Banaadir and Galmudug admins. Daarood are greedy mofuckers. JL admin for example. Nobody likes them.

district based is not a solution but a continuation of ex-daarood policies of marganalizing hawiye,d&M,o.5fers.it was created against their will.
for example,janaale is a not a district and will not get representation even though it is large than qardo which is a district and generates 600xxx more income/revenue if taxes were to be collected.hawiye must fight against this injustice.
