One thing I know is that SFG is against the black market who sells the somali passport for $50 in SL as the people got hard times in travelling to PL so there was reports of warancade having connections with these black market offices so hearing this new stuff as qodbo siro office is possible

Yes SL says it's illegal to carry the somali passport but allows its citizens from the gulf countries to enter SL with the somali passport...this policy only applies to the poor people!

Obviously the letter is not genuine because its requesting a formal Passport office in Hargeisa, which you know its not acceptable under Somaliland constitution.
