The first meet was held in Dire Dawa, then Hargeisa. It then went back to Dire last year.
Now the biggest one yet is underway in Berbera. The goal is to formulate and finalize deals on port, trade, security, relations, education, etc.
Ethiopia recently upgraded SL office from representative office to full consulate including providing better premises, 24 hours full security (4 guards rotate).

That's the purpose of this scheme.
You have people that have market including consumers capital and vast natural capital. Then you have ones with their own natural capital including infrastructure (in this case the port).
What we need is now to create the bridge that will connect the two markets so consumers in point A can access natural capital in point B and for point B to access natural capital in point A.
Then that will lead to service creation and jobs.
That bridge we are missing is the foreign port operator who has both the initial capital to kick start these natural capital and set up the required infrastructure thanks to its experience.
Berbera port is nothing without a market like Ethiopia. It is no different than Xiis, Maydh or Las Qorey.
So you can't dismiss them as 'poor'. There is poor governing and poor management but Ethiopia is not poor. In our time, human population is the greatest capital that's why firms rush to China, India, USA, Brazil, Indonesia, Nigeria.
Today they laid foundation for depo/warehouse in Berbera for Ethiopian goods. There is need for a dry port in Wajale.
